Kashmiri Pandits can only return if Article 370 of the Constitution is abolished and Ex-servicemen are settled in J&K

According Midday news on All India Radio, the J&K government has constituted a high level Apex Committee headed by Minister for Revenue, Mr. Raman Bhalla to monitor the return of Kashmiri Pandit migrants to Valley. The committee will also oversee the effective implementation of Prime Minister’s Package already announced for migrant Pandits return. The Prime Minister has announced Rs 1618 crore package for the purpose. The Prime Minister has already in his package announced Rs. 7.5 lakh financial assistance for a family for renovation and reconstruction of their houses located in the valley. Our correspondent reports the Prime Minister in his package has also announced 6000 government jobs for Kashmiri pandits in the valley, out of which 3000 will be given by State government. Salaries of other 3000 will be borne by the Central government initially. All the Kashmiri pandit migrants who will return to the valley will continue to get the relief for 2 years as per already announced package. Their children will also be given monthly stipend. The package also provides relief for those migrant pandits who have Horticulture and Agriculture land and desire to start horticulture or agriculture in that land.The Prime Minister has failed to realize that the Kashmiri Pandits had fled Kashmir valley because of threat to their lives by the Muslim majority of the Valley. This condition has not changed. So even if packages are given to the Kashmiri Pandits, they would again be forced to flee the valley. So, the basic conditions under which the Kashmiri Pandits can live in the valley have to be changed. This can be done only by abolishing Article 370 of the Constitution because this article gives a special status to J&K so that people from other states cannot purchase land in that State to reside there. So, first of all Article 370 of the Constitution would require to be abolished and then ex-Servicemen from other states would have to be settled in J&K so that they could protect the Kashmiri Pandits from brutal Muslim majority. China has carried out such demographic changes in Tibet and Xingxiang autonomous regions by settling Han Chinese so that these regions could remain bonded with China. We, too, have to do this exercise. Settling Ex-servicemen from other States in J&K by abolishing article 370 of the Constitution would render the aggressive Muslim majority ineffective and we may insist even on further demographic changes so that Kashmiri Pandits could live happily in the valley without any fear to their lives.Prime Minister needs to apply his mind in this regard.
